What is Covered in the Training
Local Government Tendering and Contract Management is loaded with practical processes and regulatory requirements.
- LG Tender Process – We will go through the complete tender process of Councils in NSW from Pre-tender to Award of the Contract through Council Resolution.
- Legislation and Regulation – We will cover the legislation relevant to Tendering and Procurement such as the Local Government Act 1993 and Local Government (General) Regulations 2021
- Council’s Requirements – We will cover specific requirements of Council and why they are required to do certain things. This will also include Council’s Procurement Policies.
- Probity Requirements – We will look at the key elements of Probity and explain when and why Probity Plan and Probity Auditors are required during procurement and tendering.
- Types of Tendering – We will cover in detail all types of Tenders that Councils undertake. This will include your normal Request for Quote, Request for Tender and Expressions of Interest (EOI).
- Request for Quotes – We will cover the Request for Quotes and Council’s policies around the RFQ. We will look at the procurement threshold and look at Vendor Panels.
- Request for Tender – We will cover the Request for Tender in detail. In particular the Public Tender Process, the requirement for advertising, tender briefing .
- Evaluation Plan – We will cover the Tender Evaluation Plans, what it should include, how it should be managed to get the best outcome, including key evaluation criteria.
- Effective Evaluation – We will cover the effective evaluation including the evaluation process and evaluation of mandatory and non-mandatory criteria including the pricing evaluation .
- Selection and Award – We will cover selection of suitable Contractor including the requirements of the Contractor and the due diligence that Council needs to perform.
- Negotiation – We will cover the requirement of negotiation under the Local Government Act and Regulations including when Councils can and should negotiate with a Contractor.
- Council Resolutions – We will cover Council Report, including confidential and non-confidential sessions. We will also cover different types of resolutions and delegations.
- Contract Management – Once awarded, how do you manage the Contract.
